The construction of fully automatic backwashing filter sewage treatment plants in urban areas of Jiangsu Province has entered the "fast lane". Up to now, all county-level and above cities and towns in the Taihu Lake Basin have built centralized sewage treatment facilities. The daily centralized sewage treatment capacity of towns has reached 11.5 million tons, ranking first among all provinces and cities in China in terms of treatment scale.

To encourage localities to enhance pollution reduction, Jiangsu Province has started by increasing investment in the construction of urban sewage treatment plants. On the basis of the central government's efforts to expand domestic demand and increase investment, the provincial government allocates over 600 million yuan annually to subsidize the construction of urban sewage treatment projects in the Taihu Lake Basin. And 30 million yuan of funds will be allocated to continue implementing the "reward instead of subsidy" system for the construction of sewage collection pipe networks in the Huai River Basin. At the same time, the sewage treatment charging standards were raised twice, enabling the operation of sewage treatment to be profitable. This has effectively promoted the marketization of urban sewage treatment plant construction and stimulated various types of capital investment in the centralized sewage treatment construction market in society. At present, 76% of the newly-built fully automatic backwashing filter sewage treatment plants in Jiangsu Province have adopted BOT operation. The province now has 380 urban sewage treatment plants, with a daily sewage treatment capacity of 11.5 million tons, ranking first in the country. The urban sewage treatment rate in the province has reached 86%.

To further reduce emissions in urban sewage treatment plants, the "Technical Guidelines for Upgrading and Construction of Urban Sewage Treatment Plants in the Taihu Lake Basin of Jiangsu Province" was promulgated and implemented, scientifically guiding the "upgrading and renovation" of urban sewage treatment plants. The urban sewage renovation project has achieved a series of internationally advanced and domestically leading scientific research results.

The market-oriented platform for urban fully automatic backwashing filter sewage treatment plants established in Jiangsu Province has effectively promoted the "rapid and vigorous construction" of urban sewage treatment plants and led the upgrading and construction of urban sewage treatment plants across the country.
