Guizhou has proposed to promote the integrated reform of water affairs, accelerate the establishment of an authoritative, efficient and coordinated unified water resources management system, implement unified management, planning, allocation and protection for all kinds of water affairs activities, and form a water affairs management pattern that integrates urban and rural areas and promotes coordinated development. Implement the separation of government and enterprises, government and public institutions, and government and capital, clarify the responsibilities of the government, state-owned water management units and social intermediary organizations in water affairs management, gradually promote the construction and operation model that combines water source construction, urban water supply, self-cleaning filter sewage treatment and reclaimed water recycling, and promote the sustainable utilization of water resources. In 2011, the scope of the pilot program for the integrated water affairs reform was expanded. Different types of cities (prefectures, cities), counties (cities, districts, special economic zones) were selected to carry out the reform pilot work, and the reform of the integrated water affairs management system was steadily advanced. Yunnan has proposed to complete the reform of integrated water management at or above the county level during the 12th Five-Year Plan period, and improve the water investment and financing system and the operation mechanism of the water industry. The comprehensive utilization of hydropower stations shall be uniformly incorporated into the provincial water resources allocation management. Hunan Province has proposed to gradually establish and improve a unified water affairs management system at the municipal, county and township levels. Accelerate the implementation of the management of the Xiangjiang River Basin, and gradually promote the management of the Zishui River, Yuan River, Lishui River basins and Dongting Lake. Water is a fundamental natural resource and a strategic economic resource, and it is a controlling element for ecology and the environment. The Chinese government has always attached great importance to addressing water resource issues. In accordance with the "11th Five-Year Plan for Water Conservancy Development" and the "11th Five-Year Plan for Building a Water-Saving Society", China will further strengthen the construction of urban and rural water supply and self-cleaning filter sewage treatment facilities, expand the scope of reclaimed water use, and build a large number of water supply facilities, drainage facilities, sewage treatment facilities and corresponding pipe network systems. Obvious achievements have been made in water conservancy reform and water resources management, and the capacity for water conservancy guarantee has been significantly enhanced.
